Around how much would it be to get a simple red pentagram inlay at every dotted fret?

Depends on the guitar. I'd say it'd be at least a couple hundred bucks.
At best you'd be looking at having someone remove your current fretboard, construct and inlay a new one, space it, slot it, fret it, dress it, and attach it back.

At worst, it can't even be done.

What guitar are we talking about, what kind of neck? (Bolt on, set, neckthru... what kind of fretboard).
Also depends on what material you want.
